'And so you have drawn out this hard-and-fast line of life for yourself, and think you will be happy in stifling all your natural instincts? asked Captain Gates.

In Rome severe measures were often taken against movements which threatened the Roman official worship, but it was done at the discretion of the administration and not according to hard-and-fast rules; hence the practice was somewhat varying, and a certain arbitrariness inevitable.

It is an unreal abstraction that splits man into two beings a body and a soul; that draws a clean, hard-and-fast line between his temporal and eternal welfare; that commits the former interest to one society, the latter to another, absolutely distinct and unconnected. But all this holds true only in the hypothesis of a nation of Christians or Theists.

These figures are enough to make my point, without giving the statistics for all the twenty-three corps, which is, that in spite of the precautions taken, the German recruit, especially from the towns, in whatever part of the country, is losing vigor and stamina. Even this hard-and-fast arrangement of a bureaucratic government with a military backbone does not solve all the problems.

Local government in the smaller towns of the Peninsula is generally said to be very good, and to work with great smoothness and efficiency hand-in-hand with centralised authority in Madrid. The fusion of the varying nationalities is gradually gaining ground, and the hard-and-fast line between the provinces is disappearing.

Perhaps the most reasonable attitude to assume toward the problem is that Lorenzo died as he lived, feeling that strange, restless curiosity as to what was summed up in the idea of a "future life" which he had manifested all his days: "If I believe aught implicitly," he is reported to have said in earlier years to Alberti, "I believe in Plato's doctrine of immortality in the Phaedo, for religion is too much a matter of temperament for us to lay down hard-and-fast rules about it."

That, when a group of young and enthusiastic artists, eager to overturn barriers, are found painting more or less together, it is not so easy to unravel the tangle of influences and draw hard-and-fast lines everywhere, one or two modern examples much nearer to our own time may roughly serve to illustrate.

The wiser scepticism of our day concerning all hard-and-fast racial distinctions has been admirably summed up by Josiah Royce. "A race psychology," he declares, "is still a science for the future to discover.... We do not scientifically know what the true racial varieties of mental type really are. No doubt there are such varieties.

But although the ugly and awkward incident of the mutiny was ended we were by no means "out of the wood", for the ship was still hard-and-fast aground having apparently run upon the sandbank on the top of a springtide and it looked more than likely that it would be necessary to lighten her considerably before we could hope to get her afloat again.

While a few nations were willing to accept it in regard to these minor matters, as, for example, postal or monetary difficulties and the like, not a single power was willing to bind itself by a hard-and-fast rule to submit all questions to it and least of all the United States.
