Colonel Swan saw one of our gunboats lying about two miles below in the Yazoo, to which he signaled. She steamed up, and to its commander the cavalry turned over the battery at Haines's Bluff, and rejoined me in front of Vicksburg. Allowing a couple of hours for rest and to close up the column, I resumed the march straight on Vicksburg.

Shortly after, they opened fire on the gunboats from batteries behind the cavalry and infantry. The boats not only replied to the batteries, which they soon silenced, but poured a destructive fire into their lines.

The gunboats of the coast division followed, six in number. The S. R. Spaulding, to which Burnside had transferred his flag, next went in, making signals for the transports to follow. Far off a gun was heard. It was only a signal fired by a rebel steamer to announce the approach of the squadron; but it thrilled the hearts of the troops waiting to go into battle.

The pressing need is for armed small craft of every kind available in the area where commerce concentrates near the British and French coasts. Destroyers, submarines, gunboats, yachts, trawlers, and tugs would all give invaluable help, and if sent in sufficient numbers would undoubtedly save a situation which is manifestly critical. But they are required now and in as great numbers as possible.

To them were joined three of Farragut's gunboats; and the five vessels took an active part in supporting the garrison of Baton Rouge when an attack was made upon the place by the Confederates on the 5th of August.

During the Danish War of 1864 a fleet of three screw corvettes, two paddle steamers, and a few gunboats was considered sufficient to protect the coasts and make a blockade impossible. From 1885 onwards there had been several Navy Proposals, but it was in that of 1889, a year after the Emperor's accession, that the beginning of Germany's naval policy is to be found.

Most of the smaller cruisers and gunboats, though they serve a useful purpose so far as they are needed for international police work, would not add to the strength of our navy in a conflict with a serious foe. There is urgent need of providing a large increase in the number of officers, and especially in the number of enlisted men.

A determination was expressed of promptly dealing with him or Osman Digna, should either of them pass that way. The new twin-screw gunboats "Sultan" and "Sheik" had nine days' rations for troops put aboard. They were then detached, being ordered to remain behind for patrol duty.

Grant's impassable lines about the beleaguered city soon made starvation more to be feared than even the terrible shells from the cannon of the gunboats. Necessaries of all sorts became woefully scarce in Vicksburg. Five dollars could purchase only a little bit of mule's flesh, hardly enough for a meal for two people. Flour was not to be had at any price.

Their distress was increased by the action of the naval officer commanding the English gunboats, who now took post upon the flank of the line and raked it effectually, a service which the Spanish gunboats should have prevented.
