Even England, the mother of democracies, and the most stable of all Governments in the maintenance of law, has been shaken to its very foundations in the last three years, when powerful groups of men attempted to seize the State by the throat and compel submission to their demands by threatening to starve the community.

There we shall find that the Dutch Minister says that our deputation is only accredited to Holland, whereas it had been accredited by the two Republics to all the Governments in Europe. Moreover, the correspondence makes it very plain that England will not tolerate the intervention of any foreign Power whatsoever. But the truth is, that no foreign Power wants to help us.

In the meantime the municipal and departmental governments will continue to report to the Military Governor and be subject to his administrative supervision and control, under your direction, but that supervision and control will be confined within the narrowest limits consistent with the requirement that the powers of government in the municipalities and departments shall be honestly and effectively exercised and that law and order and individual freedom shall be maintained.

I know that there are many worshipers of the past. They venerate the ancient because it is ancient. They see no beauty in anything from which they do not blow the dust of ages with the breath of praise. They say, no masters like the old; no religion, no governments like the ancient; no orators, no poets, no statesmen like those who have been dust for two thousand years.

This has resulted in the addition of a substantial number of valuable properties to local tax rolls, and a significant monetary return to the government. Earnest and persistent attempts have been made to strengthen the position of State and local governments and thereby to stop the dangerous drift toward centralization of governmental power in Washington.

It is, in fact, but a particular oath of allegiance, and in every respect similar to that which is prescribed, under the Constitution of the United States, to be administered to all the officers of the State and Federal Governments; and is no more deserving the harsh and bitter epithets which have been heaped upon it than that or any similar oath.

At the time of which I write, the latter part of the nineteenth century, governments had generally given up trying to regulate the subject at all.

The people had learned the lesson of acting together in a great national crisis, and of accepting the limitations upon their governments made necessary by the central power. The spirit of the new nation was now to be subjected to a test more severe than that of the Revolution. Danger banded the colonies together during the war. Would they remain together during peace?
