Fortunately, Admiral Luce and a very few other officers had learned the salient lessons of war during the Rebellion, and sturdily stood up against the decadent tendency of the times. Against much opposition, Luce succeeded in founding the Naval War College at Newport, where the study of war as an art in itself was to be prosecuted, and in enlisting Captain Mahan in the work.
As these ladies described them the conditions were of the exacting sort which Cornelia's nature craved, and she had her sex-pride in the Synthesis, too, because she had read that women had borne an important part in founding it; the strictest technical training and the freest spirit of artistic endeavor prevailed in a school that owed its existence so largely to them.
The lumber used was the pine and cypress for which the region is still noted. There was little agriculture, only five fanegas of wheat being harvested in 1772. Each Mission received eighteen head of horned cattle at its founding, and San Carlos reported a healthy increase. In 1772 Serra left for Mexico, to lay matters from the missionary standpoint before the new viceroy, Bucareli.
This project was subsequently accepted, and all the powers of Europe entered into the scheme. Mr. Stanley now relates, for the first time, the story of the founding, a story which is as entertaining as the liveliest piece of fiction, and as marvellous in its unfolding as would be the sudden discovery of a new and habitable world.
Thus we perceive that, at the very outset, subjects of vast interest connected with domestic and foreign affairs the preservation of the Union, the allaying of discontents, the liquidation of the public debt, the replenishment of the treasury, the integrity of treaties, the conciliation of hostile Indian tribes, the regulation and protection of commerce, the encouragement of trade, the creation of a revenue, the establishment of an independent national character, and the founding of a wise policy for the government presented themselves in stern array to the mind of Washington, and almost overwhelmed him, by the magnitude of their proportions, with a sense of his impotence in giving general direction to the vast labors to be performed.
One thing alone was wanting to assure the success of the vast projects that the pope and his son were founding upon the friendship of Louis and an alliance with him that is, money.
It is a matter of the highest interest to know how it could happen that, in such a city, a bequest for such a purpose should be so monstrously misappropriated. The magnitude of the bequest was itself one cause of its misappropriation, and the habits of the country were another. When we set about founding an institution, our first proceeding is to erect a vast and imposing edifice.
It cannot be shown that after the complete subjugation of Italy even a single Italian community exchanged its position as an ally for the Roman franchise; probably none after that date in reality acquired it Even the transition of individual Italians to the Roman franchise was confined almost solely to the case of magistrates of the Latin communities and, by special favour, of individual non-burgesses admitted to share it at the founding of burgess-colonies.
Thus the founding of an ancient city was accompanied by sacred rites, chief among which was the ploughing of a furrow around the space which was ultimately to be enclosed by the wall. This furrow formed a symbolic wall on very much the same principle as that on which the witch draws her circle.
