The government of the islands is about 98 per cent in the hands of the Filipinos. An extension of the policy of self-government will be hastened by the demonstration on their part of their desire and their ability to carry out cordially and efficiently the provisions of the organic law enacted by the Congress for the government of the islands.

He consented, but disappeared, together with his companions, during the night; the Filipinos in the tribunal having been good enough to hold out the prospect of severe punishment in case the work performed should not correspond to the working days.

After all the boastings of what was going to happen, and all the claims of what had been accomplished, the enemies of Spain not only were unchecked but appeared to be bolder than ever. Some of the more thoughtful Filipinos then began to lose confidence in Spanish claims. They were only a few, but their numbers were to increase as the years went by.

It was Sunday afternoon, and Uncle Ike had been to church with the red-headed boy, and they had listened to a sermon on patriotism, and the minister had expressed himself on the subject of the Philippines, and the duty the President owed to civilization to keep on killing those negroes until they learned better than to kick at having a strange race of people boss them around, and Uncle Ike had walked home along the bank of the lake, and breathed the free air that was his because his ancestors had conquered it from England, and he couldn't help having a little sympathy for those Filipinos who had been bought from a country that didn't own them, by a country that had no use for them, and wished it could get rid of them honorably, without hurting the political party that was acting as overseer over them.

But still the man persisted in his madness, and with a turn of his wrist brought light out of darkness or water and wind from the very walls. Neither will you forget your sacred oath and immaculate banner; nor will you forget the promises made by me to the civilized nations, whom I have assured that we Filipinos are not savages, nor thieves, nor assassins, nor are we cruel, but on the contrary, that we are men of culture and patriotism, honourable and very humane." Aguinaldo enjoined order on his subordinates.

He punished looting and disorder with a heavy hand, treated prisoners and noncombatants with the utmost kindness, and won the good-will of all Filipinos with whom he came in contact. General MacArthur was always declaring that the Filipinos were a unit against us and that he could never get information from them.

Owing to the great facilities of conveyance afforded by the number of rivers and lakes, on the margins of which the Filipinos are fond of fixing their dwellings, this commerce might be infinitely greater, if it was not obstructed by the monopoly of the magistrates in their respective districts and the unjust prerogative, exercised by the city, of imposing rates and arbitrary prices on the very persons who come to bring the supplies.

The Filipinos, who generally feed on fish, crabs, mussels, and wild herbs together with rice, prefer the flesh of the carabao to that of the ox; but they eat it only on feastdays. Those occasionally brought from Shanghai and Australia are considered to be deficient in endurance, unfruitful, and generally short-lived.

Higher forms of society, even such society as the Christianized Filipinos of the coastal cities, produce and possess a considerable number of people who live and often raise families on personal property stolen and carried away from the lawful owners.
