Political considerations, however, have until now always been against this solution of the difficulty, and, even if it solved in this sense, there would still remain the problem of the Greek nationality, whose distribution along all the coasts of the Aegean, both European and Asiatic, makes a delimitation of the Greek state on purely ethnical lines virtually impossible.

Such conclusions cannot safely be drawn from the mere fact that the Scythic character of the Parthians is asserted in the strongest terms by the ancient writers. The term "Scythic" is not, strictly speaking, ethnical. It designates a life rather a descent, habits rather than blood.

Then there is the Irish Archæological perhaps the most learned of all with its casual assistants, the Ossianic, the Celtic, and the Iona. The Ælfric may be counted their ethnical rival, as dealing with the productions of the Anglo-Saxon enemies of the Celt. The Camden professes, as we have seen, to be general to the British Empire.

Men there still ate their horse-steaks, and prayed to Thor and Odin, while all Rouen bowed piously at the altar of Notre-Dame. The ethnical elements of a Norman of the Bessin and an Englishman of Norfolk or Lincolnshire must be as nearly as possible the same. The only difference is, that one has quite forgotten his Teutonic speech, and the other only partially.

The economic conditions which are the resultant of the ethnical energies and aptitudes acting in a given physical environment are the determining basis of all the moral, juridical and political phenomenal manifestations of human life, both individual and social.

With the Pueblo peoples, notwithstanding their proximity, there is hardly a hint of relationship of any kind. Unlike the Pueblos, the ethnical environment of the Mississippi Valley races would seem to have been considerably diversified; there was less isolation; yet there are strong indications that the art is mainly of indigenous growth, as there is unity and consistency in all its features.

There is not only abundant evidence in the collective architecture of the Indian tribes of the gradual development of this great faculty or aptitude of the human mind among them, through three ethnical periods, but the structures themselves, or a knowledge of them, remain for comparison with each other. A comparison will show that they belong to a common indigenous system of architecture.

Bulgaria claimed central Macedonia, with Monastir and Okhrida, which was the lion's share, on ethnical grounds which have been already discussed, and it was expected that Greece and Serbia, by obtaining other acquisitions elsewhere, would consent to have their territories separated by the large Bulgarian wedge which was to be driven between them.

It is easy to see that, sooner or later, the Bolshevik degeneration over, Russia will be recomposed; Germany, in spite of all the attempts to break her up and crush her unity, within thirty or forty years will be the most formidable ethnical nucleus of Continental Europe.

Still less does it satisfy the Jew who desires to guard Jewdom against destruction and to preserve it as an ethnical individuality. For to him an openly expressed abandonment of all national aspirations is synonymous with a self-condemnation of the Jewish people to a perhaps slow, but sure, death.
