In no other country has public opinion either within the Socialist movement or outside of it so completely despaired of democracy and the people. In none has the spirit of popular revolt and militant radicalism been so long dormant.

People who had preached democracy to Europe for nearly a century had now the opportunity of submitting to democracy. It was the severest test to which the Federal Government had ever been subjected.

Thus our Government, in its first attempts to introduce democratic institutions, finds itself struggling with the very worst evil of democracy long before it can make the virtues apparent. The poor people among the Filipinos live in a poverty, a misery, and a happiness inconceivable to our people who have not seen it. Their poverty is real not only relative.

Even French capital is flavoured with imperialism despite the fact that it is the product of a democracy. Our dollars are not hitched to the star of empire. We have no dreams of world conquest. It is the safest politically to deal with, and Leopold recognized this fact. In the second place he did not want anything to interfere with his Congo rubber industry.

This attack was virtually unanswered indeed some Socialists openly excluded Negroes and Asiatics from their scheme. It was a tremendous conception of Democracy, that of acquiescence to developed leadership made responsible; a conception I was compelled to confess transcended Mr.

America has silently recognized the right of that interference. France has interfered in Rome, because the example of the Roman democracy was dangerous to Prance. America has silently agreed.

The point I wish to make is that legally the Negro is essentially the political equal of the white man; but that practically, in the enforcement of the law, the legislative ideal is still pegged out far beyond the actual performance. Now, then, if we are interested in the problem of democracy, we have two courses open to us.

Shall I say whether or not I prized her more when gladly she gave up all this and joined me for one more long and final journey out across that great trail which I had seen the trail of democracy, of America, of the world? At last we reached Oregon. It holds the grave of one of ours; it is the home of others. We were happy; we asked favor of no man; fear of no one did we feel.
