Functionaries become sovereigns, with hereditary, not delegated, right to own the people, to tax their roads and rivers, to take tithings of their blood and sweat, to harass them in all the relations of life. There is no longer a metropolis to protect them from official oppression. Power, the more sub-divided, becomes the more tyrannical.

This is social self-government, not the anarchy of individuals each having his own way for himself, but government through a delegated self, if one may use the phrase, organically combined with others in the single power of control belonging to a State.

They were men, and as such subject to the same errors and passions as the rest of mankind, and it is inconceivable that the nation did not exact responsibility since, in virtue of the temporal power that had been delegated to them, they condemned to seclusion, imprisonment, torture, and death.

Adams introduced two resolutions for the consideration of the Senate: the one declaring that "the people of the United States have never, in any manner, delegated to this Senate the power of giving its legislative concurrence to any act imposing taxes upon the inhabitants of Louisiana without their consent;" the other, "that, by concurring in any act of legislation for imposing taxes upon the inhabitants of Louisiana, without their consent, this Senate would assume a power unwarranted by the constitution, and dangerous to the liberties of the people of the United States."

All being ready, the Governor rose from his seat, and announced that, with the sanction of his Grace the Archbishop, the invidious task of determining between the claims of two such highly qualified competitors had been delegated to two gentlemen in the enjoyment of his full confidence, who would proceed to apply fitting tests to the respective candidates.

And now let us consider what are the powers that must be delegated to this proposed council of a League of Free Nations, if that is really effectually to prevent war and to organize and establish and make peace permanent in the world. Firstly, then, it must be able to adjudicate upon all international disputes whatever. Its first function must clearly be that.

Nor were the popular powers namely, the powers of sovereignty always differentiated from the delegated powers or, the powers of government. The Constitution was roundly abused because it provided for the election of the Judges of the inferior courts by the people. To the minds of the critics the office of Judge was too sacred to be dragged into partisan politics and through corrupting campaigns.

Using the power delegated to it by the Legislature it provided that women should vote on the constitution and that the suffrage amendment should go into effect as soon as the adoption of the constitution was announced by the Governor. The rest of it was to wait until Jan. 1, 1921. This was done in order that women might vote at the general election in November, 1920.

The God who lies far beyond our ken has delegated His authority to no one. He works through everlasting laws. His will is manifested by unchangeable sequences. There is nothing hidden about His laws that requires exposition by His agents, nor any ceremonies necessary for acceptance into the faith. Buddhism is a free religion. No one holds the keys of a man's salvation but himself.

Accordingly, in a very formal manner, and in the presence of all his army, he delegated his power to Cambyses, his son, constituting him regent of the realm during his absence. He committed Croesus to his son's special care, charging him to pay him every attention and honor.
