Everywhere he was a formidable reality, strong, forbidding and terrible; his penetrating spirit saw through the plans of the enemies of his country and his vigorous counter-measures were invariably successful. The exalted part he took in the defeat of the Armada has been briefly referred to in another part of this book.

In the French-occupied coastal zone riots broke out against the French; in Palestine there were "pogroms" against the Jews, whom the Arabs, both Moslem and Christian, hated for their "Zionist" plans; while in Mesopotamia there were sporadic uprisings of tribesmen. Faced by this ominous situation, the "mandatories" took military counter-measures. The French took especially vigorous action.

But though intrigue was piled on intrigue, the ruler who, of course, himself had come to the head of the state by means of intrigues, was more watchful than the rulers of the Wei dynasty had been, and by shrewd counter-measures he repeatedly succeeded in playing off one party against another, so that the dynasty remained in power.

The German Ambassadors at London, Paris, and St. Petersburg were instructed to energetically point out the danger of this Russian mobilization. The Imperial Ambassador at St. Petersburg was also directed to make the following declaration to the Russian Government: "Preparatory military measures by Russia will force us to counter-measures which must consist in mobilizing the army.

The methodical German mind had arranged all this beforehand, but had not allowed for the fact that opponents might take counter-measures which would upset the over-perfect mechanism of the air service just as effectually as the great march on Paris was countered by the genius of Joffre. The French Air Force at the beginning of the War consisted of upwards of 600 machines.

As usual in such circumstances, the navy taking the aggressive with a new weapon gained a temporary ascendancy, until effective counter-measures could be contrived. It is easy to say that all this should have been foreseen and provided for, but it is a question to what extent preparations could profitably have been made before Germany began her campaign.

Early in the winter of 1914-1915 President Wilson apparently foresaw something of the complications likely to arise from the measures and counter-measures taken by the belligerents to secure control of overseas commerce, and sent his personal adviser, Colonel House, across the Atlantic to study the possibilities of reaching a modus vivendi. There was no man so well qualified for the mission.

A further development, in 1916, was the formation for each of the three Armies of a Brigade, consisting of two Wings and an Aircraft Park. Our air superiority at the Battle of the Somme in 1916 led us to expect German counter-measures in 1917, and our programme for the following winter contemplated a proportion of two fighting squadrons to each Corps Squadron.

But when they discovered that Louis was not honorable in his assurances; that he was in secret correspondence with the enemies of France; that in a letter to his brother-in-law, the Emperor Leopold, he had made bitter complaints about the constraint to which he was subjected, then the Girondists were inflamed with animosity, and had recourse to counter-measures.
