Its aim is to ascertain the constitutive laws of the origin and spread of religions, and to depict the influence they have exerted on the general life of mankind. The question whether a given religion is true or false cannot present itself in this form as a proper subject of scientific inquiry.

It violated Article V. of the Constitution, which forbade the French republic to use its forces against the liberties of other nations; besides, Article IV. forbade all declaration of war by the Executive without the consent of the National Assembly; furthermore, the constitutive assembly had censured the Roman expedition by its resolution of May 8.

Consequently, numerical quantities, and with them the determination of a phenomenon as a quantity, can be employed in the one case as well as in the other. Thus, for example, out of 200,000 illuminations by the moon, I might compose and give a priori, that is construct, the degree of our sensations of the sun-light.* We may therefore entitle these two principles constitutive.

To imagine this to have been one of the principal objects of the institution, or to suppose that, on this hard condition, their various privileges and exemptions were granted to them, is so far from the reality of the fact, that it would only be necessary to read with attention the 26th article of the quoted royal decree of creation, in order more correctly to comprehend the origin and constitutive system of this political body.

A nation which is determined to remain free, is therefore right in demanding the unrestrained exercise of this independence.

According to the view of the democrats, the issue, during the period of the legislative National Assembly, was, the same as during the period of the constitutive assembly, simply the struggle between republicans and royalists; the movement itself was summed up by them in the catch-word Reaction night, in which all cats are grey, and allows them to drawl out their drowsy commonplaces.
