In matters of less serious offences, of legislation creating misdemeanors or merely declaring certain acts unlawful, there are three main lines: First, legislation usually expressive of the common law against conspiracies of all sorts, combinations both of individuals and of capital, already fully discussed.

Besides the lesser delinquencies of filling his purse by the sale of honours and dignities, by violent ejectments from land, fraudulent titles, rapacious enclosures of commons, by taking bribes for matters of justice, grace, and supplication to the royal authority, he was accused of forging various letters to the Queen, often to ruin his political adversaries, and of plottings to entrap them into conspiracies, playing first the comrade and then the informer.

This, my lords, was the famous treaty of Vienna, the source of so many projects and expedients, of so much terrour and solicitude, of such immense expenses, and perplexed negotiations. This treaty, a paper innocent and well-meaning, which related only to the contracting parties, kept, for some time, this nation in alarms, in apprehensions of conspiracies, and expectations of invasions.
