It is no Government for watching over the people and conferring upon them those blessings which we try to silence our consciences by believing the British Government is established in India to promote. What can a Governor-General do with such a Council, and with servants who are ever changing in all the departments? I am not stating my own opinion, but what is proved by the blue-books. Mr.

But now that there is a general toleration, and that the best subjects, as well as the best Christians, may believe what their reasons find their consciences suggest, it is generally and rationally supposed the French will threaten and not strike, since we are so well prepared, both by armies and fleets, to receive and, I may add, to destroy them. To mention it on set purpose to any one, unless indeed I was asking advice, I should have felt to be a crime. If there is any thing that was abhorrent to me, it was the scattering doubts, and unsettling consciences without necessity.
We have already alluded to the state of abasement and degradation in which the clergy of the Peninsula now find themselves,—clergy who, for many centuries swimming in opulence and surrounded by a splendour which almost eclipsed the throne, have been the true regulators of the public spirit of the nation, the keepers of all consciences, and who formerly composed the most influential and powerful among all her social categories,—these clergy who, to-day, barely maintained by the public treasury, have been reduced to impotence, and become, as it were, a nullity,—they are excluded from all social intercourse with the elevated classes, and are deprived of all means of recovering their ancient predominance.
The 'plain, honest man' of Bishop Butler would, undoubtedly, always follow his conscience, but it is by no means certain that his conscience would always guide him rightly, and it is quite certain that it would often prompt him differently from the consciences of other 'plain, honest men' trained elsewhere and under other circumstances.
But this learned man, as he was eminently furnished with abilities to satisfy the consciences of men upon that important subject; so he wanted not courage to assert the true obligation of Oaths in a degenerate age, when men had made perjury a main part of their religion.
Their principle is this: they have so high an opinion of themselves as to believe that it is advantageous, and even necessary, to the good of religion that their credit should extend everywhere and that they should govern all consciences. And as the severe maxims of the Gospel are suitable for governing certain temperaments, they make use of these whenever they serve their purpose.
Therefore all vows of chastity out of the married state are condemned by this commandment, and free permission is granted, yea, even the command is given, to all poor ensnared consciences which have been deceived by their monastic vows to abandon the unchaste state and enter the married life, considering that even if the monastic life were godly, it would nevertheless not be in their power to maintain chastity, and if they remain in it, they must only sin more and more against this commandment.
The sun was however prepared for us, and continued to grill us alive from the first moment; and, after all, the prospect from this station, to which you climb as if ascending the steep roof of a house, is not of a nature to repay the exertion. We went to satisfy our consciences that there was nothing to see, and we saw nothing.
