"The electors as they are drawn shall be placed upon the bench by the overseers, till the whole number be complete, and then be conducted, with the list of the officers to be chosen, into a place apart, where, being private, the first elector shall name a person to the first office in the list; and if the person so named, being balloted by the rest of the electors, attains not to the better half of the suffrages in the affirmative, the first elector shall continue nominating others, till one of them so nominated by him attains to the plurality of the suffrages in the affirmative, and be written first competitor to the first office.

The competitor deliberately shuts himself away from all gain that might come to him from the force and effectiveness of associated effort. He loses all faith in mankind; in honesty and justice. He views the good fortune of a fellow toiler, as a personal injury, which he ought to resent. In fact, he becomes too selfish to even be patriotic!

It will place her where she can earn her own bread, so that she may go out into the world an equal competitor in the struggle for life; so that she shall not be compelled to take such positions as men choose to accord and then accept such pay as men please to give.... It is not a question of precedence between women and black men; the business of this association is to demand for every man, black or white, and every woman, black or white, that they shall be enfranchised and admitted into the body politic with equal rights and privileges."

Thus an author may strongly admire an athlete or a novelist may praise the historian; a beautiful woman admires another for her learning, though with some reservation in her praise, and a successful business man admires the self-sacrificing scientist, albeit there is a little complacency in his approval. He is truly generous-hearted who can admire his competitor.

This change cannot be attributed solely, if at all, to the "Protestant ascendency," nor yet to the alleged superiority of the Northern over the Southern Irish in energy and thrift, For in the seventeenth century Limerick was more important than Cork, whereas it had so far fallen behind its Southern competitor in the eighteenth century that it contained in 1781 but 3859 houses, while Cork contained 5295.

The patriotism of the Northern merchant was not always so great as to prevent his embarking in the traffic which he saw enriching his English competitor. Many of the schooners captured started from Northern ports and worked their way along the coast until that chain of inlets, sounds, and bayous was reached, which borders the coast south of Chesapeake Bay.

Timothy Healy, the member for Louth, who was reared in a tripe shop, might embark his untold gold in the cowheel and trotter business, or might even prove a keen competitor with Walsall in the manufacture of horsewhips, a product of industry of which he has had an altogether exceptional experience. "Is not this true?" I enquired.

If we have said this before you may slip it here; a certain repetitiousness is one part of our policy. A competitor in the district where the capital prize is awarded may take the third prize, but no one may take the third in the district where the second has been awarded. He may, however, be given the fourth. In a word, no two consecutive prizes can be won in the same district.

The question has brought beads of perspiration to the foreheads of statesmen. France solved the difficulty urbanely. It said "yes" to each and all. It promised coöperation and kept the promise. By affably always affably and hospitably accepting this service from one society, and suggesting another pressing need to its competitor, it sorted out capabilities, and warded off duplication.

The heir to the Ricks millions was still there, as Matt noted with a sudden, strange thrill of satisfaction. "I've waited until your return, Captain Peasley," she said, "to see whether you could dispose of dad's competitor as handily as you disposed of your own that time in Cape Town." Matt blushed and Cappy chuckled.
