In communities where there are outbreaks of this disease, animals that abort, or show indications of aborting, should be quarantined for a period of from two to three months. The separation from the herd should be so complete as to eliminate any danger of carrying the disease to the healthy animals on the clothing and farm tools.

In many communities, however, the weakness of decentralized government is most apparent. This is particularly true in many towns; here is seen too frequently a lack of civic pride, inefficient officers and failure to enforce the law.

If such a people is philosophical at all, it will not improbably be Calvinistic. Even in the early American communities many of these conditions were fulfilled. The nation was small and isolated; it lived under pressure and constant trial; it was acquainted with but a small range of goods and evils.

The Friends' Free Library, Germantown, Pa., still excludes all fiction except a few carefully chosen stories for children. In early tribal communities which had common ownership of the soil, slavery is either nonexistent or its role is very subordinate.

But granting all this to an extent greater than can with any show of reason be imputed to the ruling power in the Church, what is there in this want of prudence or moderation more than can be urged, with far greater justice, against Protestant communities and institutions? What is there in it to make us hypocrites, if it has not that effect upon Protestants?

This is a group which it did not take a long or a wide search to bring together. Men such as the ministers who have been described could not fail to exercise a good deal of authority in the communities to which they belonged. The effect of the Revolution must have been to create a tendency to rebel against spiritual dictation. Republicanism levels in religion as in everything.

We know of no instance of any group of people being named after an animal or plant which is claimed as a relative; and in the case of the more homogeneous tribes, such as the Kenyahs and Kayans, all prohibitions with regard to animals and all benefits conferred by them are shared equally by all the members of any one community, and, with but very few exceptions, are the same for all the communities of the tribe.

If the community does not pay for the curing of these evils it will have to pay for their results. "It seems to me essentially fallacious to look upon such expenditures as indulgences to be allowed rather sparingly to such communities as are rich enough to afford them. Finally, a hopelessness of accomplishing anything often paralyzes our zeal.

The principal effect of the setbacks, however, was that they brought home to communities that the high expectations of the early years were in some respects quite unrealistic. Although the easy successes of the initial teaching activities were encouraging, they did not, by themselves, build a Bahá’í community life that could meet the needs of its new members and be self-generating.
