In the smaller commonwealths each township or ward would elect its own representative, but in states of excessive population representation would have to be on the basis of counties and municipalities, for no legislative body should contain more than a very few hundred members. Nominations in the town meeting should be viva voce, elections by secret ballot.

"Common Honesty," said Yarranton, "is as necessary and needful in kingdoms and commonwealths that depend upon Trade, as discipline is in an army; and where there is want of common Honesty in a kingdom or commonwealth, from thence Trade shall depart.

In this respect no history suggests more important reflections than that of the Tuscan and Lombard commonwealths. His cruelties spring, not from the heat of blood, or the insanity of uncontrolled power, but from deep and cool meditation. His passions, like well-trained troops, are impetuous by rule, and in their most headstrong fury never forget the discipline to which they have been accustomed.

He told them of rivers dried up in a day, of provinces famished for a meal, of a passage for ships hewn through the mountains, of a road for armies spread upon the waves, of monarchies and commonwealths swept away, of anxiety, of terror, of confusion, of despair! and then of proud and stubborn hearts tried in that extremity of evil, and not found wanting, of resistance long maintained against desperate odds, of lives dearly sold, when resistance could be maintained no more, of signal deliverance, and of unsparing revenge.

He came to believe that, even if not a penny came into the treasury, the government would still be richer from having parcelled out the great uninhabited wastes in the West. Beneath the soiled and uncomely exterior of the Western pioneer, native or foreigner, Douglas discerned not only a future tax-bearer, but the founder of Commonwealths.

Having sought in vain to impress on him the fact that the policy of our country is determined not wholly by the older elements in its civilization, but very largely by newer commonwealths which must require time to develop a policy satisfactory to sedate judges, he burst into a tirade from which I took refuge in a totally different discussion. It is confidently believed that the good relations of the two countries will be preserved and that the future will witness an increased intimacy of intercourse and an expansion of their mutual commerce.

Since leagues and alliances are every day entered into by one prince with another, or by one commonwealth with another, and as conventions and treaties are concluded in like manner between princes and commonwealths, it seems to me proper to inquire whether the faith of a commonwealth or that of a prince is the more stable and the safer to count on.

Vaguely I knew there was life on the other side of great seas, and that New York, Boston, Philadelphia, Baltimore and New Orleans were cities in which men moved and had their being. My country, the United States, had bought from Napoleon Bonaparte a large western tract called Louisiana, which belonged to France.
