It was popularly said that, if vigorous measures were taken, the gain to the kingdom would be not less than three hundred thousand pounds a year; and almost the whole of this sum, a sum more than sufficient to defray the whole charge of such an army as the Commons were disposed to keep up in time of peace, would be raised by simply taking away what had been unjustifiably given to Dutchmen, who would still retain immense wealth taken out of English pockets, or unjustifiably left to Irishmen, who thought it at once the most pleasant and the most pious of all employments to cut English throats.

Parliament had been summoned for November; a bill depriving him for ever of office was introduced in the Lords: in the Commons, it was boldly resisted by Thomas Cromwell who won thereby great credit for his loyalty; and it was dropped not against the wishes of the King, who was as yet disinclined to deprive himself of the chance of resuscitating the great minister.

Pitt's bill therefore was thrown out. These measures were to a great extent effectual in diminishing the influence of the Crown over Parliament, and they are memorable as marking the date when the direct bribery of members absolutely ceased. But they were utterly inoperative in rendering the House of Commons really representative of or responsible to the people of England.

But even the fact that he had sat in the House of Commons never led any great section of Englishmen to regard him as a figure or an institution. He was generally looked on as one who made his bed aggressively among heretics, as a kind of Rabelaisian dissenter, as a settled interrupter, half-rude and half-jesting.

He likewise gave them to understand, that a treaty for renewing all former alliances between the crown of Great Britain and the states-general was almost concluded; and he assured the commons he would freely give up all the estates that should become forfeited to the crown by this rebellion, to be applied towards defraying the extraordinary expense incurred on this occasion.

Some of the ministerial underlings were not ashamed to deny the necessity of any alteration in the existing practice; but their more favorite argument was founded on the impropriety of the House "delegating its authority to a committee," which was asserted to be "an essential alteration of the constitution of the House of Commons."

In short, what with hating the House of Commons, and pretending not to hate it; and what with now sending some of its members who opposed him, to Newgate or to the Tower, and now telling the rest that they must not presume to make speeches about the public affairs which could not possibly concern them; and what with cajoling, and bullying, and fighting, and being frightened; the House of Commons was the plague of his Sowship's existence.

In spite of the defection of their supporters on the question of a standing army the Whig Ministry for some time retained fairly its hold on the Houses. But the elections for a new Parliament at the close of 1698 showed the growth of a new temper in the nation. A Tory majority, pledged to peace as to a reduction of taxation and indifferent to foreign affairs, was returned to the House of Commons.

It broke up the Liberal party in Parliament. The vast numerical majority of that party in the country supported, and still supports, Mr. Gladstone and the policy of Irish self-government. But the dissentient minority includes many men of influence, and constitutes in the House of Commons a body of about seventy members, who hold the balance between parties.

For the first time since the Revolution the session closed without a speech from the throne. William was too angry to thank the Commons, and too prudent to reprimand them. The health of James had been during some years declining and he had at length, on Good Friday, 1701, suffered a shock from which he had never recovered.
