Bulgaria became a self-governing state, tributary to the sulṭán. Cyprus and Egypt were occupied. The French assumed a protectorate over Tunis. Eastern Rumelia was ceded to Bulgaria. The wholesale massacres of Armenians, involving directly and indirectly a hundred thousand souls, were but a foretaste of the still more extensive bloodbaths to come in a later reign.

Hence the Macedonian question was the quintessence of the Near Eastern Question. But apart altogether from the expansionist ambitions and the racial sympathies of their kindred in Bulgaria, Servia, and Greece, the population of Macedonia had the same right to emancipation from Turkish domination and oppression as their brethren in these neighboring states.

The Russians sprang from their barges on the shore, and, protected by their immense bucklers, sword in hand, routed the Bulgarians with great slaughter. Cities and villages rapidly submitted to the conqueror. The king of Bulgaria in his despair rushed upon death.

It was perfectly well known when one after another of the Balkan states revolted against the Turk first Herzegovina, then Montenegro, then Bosnia that they were suffering the cruelest oppression, and that not one of the Sultan's promises made to the Powers in 1856 had been kept. But in 1876 no one could any longer feign ignorance. An insignificant outbreak in Bulgaria took place.

I have received Your Highness's telegram. I cannot approve your return to Bulgaria, as I foresee the sinister consequences that it may bring on Bulgaria, already so much tried. The mission of General Dolgorukoff is now inopportune. I shall abstain from it in the sad state of things to which Bulgaria is reduced so long as you remain there. Humanity has been staggered by the results of the wars in the Balkans, but to those who were behind the scenes the results did not come as a surprise. Bulgaria alone had enough successes against the Turk to warrant great acquisitions of territory, so with her allies. Under ordinary circumstances there would have been no return to the status quo ante-bellum. Why this return?

Montenegro, with characteristic laisser faire, never appointed a commissary at all, and the work all fell on me. Fortunately, in fact, for I was the buffer state between Serbia and Bulgaria, who were at daggers-drawn.

Cut this, and they would wither like a flower separated from its stem. So keenly did the Serbians realize their danger that they asked permission of the Allies to attack Bulgaria before the Bulgarian army was completely mobilized. They hoped thereby to disable Bulgaria with one sharp blow while she was not yet prepared, then turn their whole attention toward the enemy in the north.
