It was thus that they forfeited the active support of Turkey, Bulgaria and Greece, foolishly stood by applauding every step those nations took towards the camp of our enemies, and then felt constrained to turn to their own people whom they had unwittingly misled and call upon it for the sacrifice of the flower of its manhood.

This latter attack he beat off, but was overwhelmed before the tide of Russian invasion and himself captured in battle. The Russians passed over Bulgaria to attack Constantinople, and that brought the Greeks into line with the Bulgarians to resist the invader.

Several days later came the news that an armistice had been signed and that Bulgaria had ordered all German and Austrian troops to leave her boundaries. King Ferdinand abdicated in favor of his eldest son, Boris, who immediately ordered the demobilization of the Bulgarian armies.

There was no Republic of France; instead, France had a king whose will was law, and the French people were cruelly oppressed. There was no kingdom of Belgium, no kingdom of Serbia, of Bulgaria, of Roumania. The kingdom of Norway was part of Denmark. The Republic of France, as we now know it, dates back only to 1871; the Empire of Germany and the United Kingdom of Italy to about the same time.

It helped to discourage Italy from taking an active part in the coming offensive against Bulgaria, but political motives were the principal reason for quiescence. The success of the Balkan campaign did not, however, suffer much from the lack of Italian push. Franchet d'Esperey was commander-in-chief, and he was ably seconded by the Serbian Marshal Mishitch.

The Government of Austria and Hungary is not acting upon its own initiative or in response to the wishes and feelings of its own peoples, but as the instrument of another nation. We must meet its force with our own and regard the Central Powers as but one. The war can be successfully conducted in no other way. The same logic would lead also to a declaration of war against Turkey and Bulgaria.

Such is the case with Austria, with Turkey and with Hungary. Bulgaria, which has a tenacious and compact population composed of small agriculturists, has less difficult conditions of reconstruction. Germany has fulfilled loyally all the conditions of the disarmament.

The revolt of 1883 was quickly crushed and Pashitch, along with some other conspirators, fled into Bulgaria for protection. Others were arrested in Serbia and executed. The pro-Russian movement was checked for a time. Pashitch owed his life to Bulgaria, and not on this occasion only. His subsequent conduct to that land has not been marked with gratitude.

As is now well known, Ferdinand stipulated that this city should not only be taken from the Serbians, but that it should belong to Bulgaria, before he entered the war on the side of the Germans and Austrians. Otherwise it is quite likely that the Teutons would not have considered it worth while to advance so far south.

But the Allies were quite alive to the dangers they ran. As peace with Turkey became daily more assured, the Bulgarian army at Tchataldja was gradually withdrawn and transported to face the Greek and Servian armies in Macedonia. But meanwhile Bulgaria had got one more preparation to make.
