I have said there is more respectability than riot; but indeed in a deeper sense the same spirit is behind both riot and respectability. It is the same social force that makes it possible for the respectable to boycott a man and for the riotous to lynch him. I do not object to it being called 'the herd instinct, so long as we realise that it is a metaphor and not an explanation.

The object of this ordinance was to enable the Christian public to boycott the Jewish stores and, in addition, to poke fun at the names of the owners, which, as a rule, were mutilated in the Russian registers and passports to the point of ridiculousness by semi-illiterate clerks. Gresser's ordinance was issued on November 17, 1890, a few days before the protest meeting in London.

The application of the label is being rapidly extended. Building materials are now in many large cities under label domination. In Chicago the bricklayers have for over fifteen years been able to force the builders to use only union-label brick, and the carpenters have forced the contractors to use only material from union mills. There is practically no limit to this form of mandatory boycott.

The feeling here between the English and Dutch extends to a commercial and social boycott, and is therefore far more bitter than elsewhere. So far things are quiet. Can one doubt the logic, the justice of these words: "Repression, tyranny, and indiscriminate punishment of innocent men have been the watchwords of the government of the alien domination in India ever since we began the commercial boycott of English goods. No other country allows its ruling classes to employ private armies, thugs, and assassins; and no other country makes such an effort to prevent the working classes from acting peaceably and legally. While nearly everywhere else the unions may strike, picket, and boycott, in America there are laws to prevent both picketing and boycotting, and even some forms of strikes.

The course of events in Eastern Bengal appears to have been mainly this first, attempts to impose the boycott on Mahomedans by force; secondly, complaints by Hindus if the local officials stop them, and by Mahomedans if they do not try to stop them; thirdly, retaliation by Mahomedans; fourthly, complaints by Hindus that the local officials do not protect them from this retaliation; fifthly, general lawlessness of the lower classes on both sides, encouraged by the spectacle of the fighting among the higher classes; sixthly, more complaints against the officials.

Whereas in all the steps that I have ventured to suggest there is practically no sacrifice of money involved, in the boycott of British or foreign goods you are inviting your merchant princes to sacrifice their millions. It has got to be done, but it is an exceedingly low process.

The French are going to keep their ill-gotten gains, and the Chinese are giving up all hope of getting Lao Hsi Kai back again. The thing has drifted from an "Outrage" into an "Affair" and now it's only an "Incident," which means it's over. The boycott continues, but it is dwindling in intensity and will soon subside.
