In France, for example, where there were only 38,000 foreigners naturalized in the year 1896 and 65,000 in 1901, the figure reached 90,000 in 1906 and 120,000 five years later. And of these, four-fifths were Germans and Austrians. Many Germans first became Swiss or British subjects in order the more easily to acquire the rights of Frenchmen.
