This proves, that the very men who had made that constitution, understood that it would be alterable by the General Assembly. This court was only for that occasion. When the next General Assembly met, after the election of the ensuing year, there was a new set of malefactors in the jail, and no court to try them.

It is their duty to control all educational affairs. The Harvard Corporation consists of the President, five Fellows, and the Treasurer, with the right to fill their own vacancies. Their acts are "alterable" by the Board of Overseers, to whom they are responsible. This board consists of thirty-two members, elected by the Alumni. The Faculty is a body of instructors.

These Rationes or Verities of things are intelligible. only; are all comprehended in the eternal mind or intellect of the Deity, and from Him derived to our 'particular intellects. They are neither arbitrary nor phantastical neither alterable by Will nor changeable by Opinion.

Divines, indeed, do rightly require that those alterable circumstances of divine worship which are left to the determination of the church be so ordered and disposed as they may be profitable to this edification. But this edification they speak of is no other than that which is common to all our actions and speeches.

But our woodlands and pastures, our hedge-parted corn-fields and meadows, our bits of high common where we used to plant the windmills, our quiet little rivers here and there fit to turn a mill-wheel, our villages along the old coach-roads, are all easily alterable lineaments that seem to make the face of our Motherland sympathetic with the laborious lives of her children.

In dealing with the State we ought to remember that its institution are not aboriginal, though they existed before we were born; that they are not superior to the citizen; that every one of them was once the act of a single man; every law and usage was a man's expedient to meet a particular case; that they all are imitable, all alterable; we may make as good, we may make better.

Thus it ran: "The Holy Catholic and Apostolic Church anathematizes those who say that there was a time when the Son of God was not; and that before he was begotten he was not, and that he was made out of nothing, or out of another substance or essence, and is created, or changeable, or alterable."

If an existing member does not assent to his transfer, his seat is vacated. A power is given to the Legislature of Ireland to enable the Royal University of Ireland to return two members. The provisions with respect to this second order fall within the class of enactments which are alterable by the Irish Legislature.

Many of his conceptions of life were so unique; his mental vision, always intensely acute, was often so oblique; his station of mental observation so alterable, and so quickly altered; his sentiments often so earthy, again so exalted that I believe the man would have interested me even under circumstances less quiet and monotonous than were those of my stay, up to this time, in Bellevue.

To what purpose are powers limited, and to what purpose is that limitation committed to writing, if these limits may, at any time, be passed by those intended to be restrained?... The Constitution is either a superior paramount law, unchangeable by ordinary means, or it is on a level with ordinary legislative acts, and, like other acts, is alterable when the legislature shall please to alter it.
