There is a story of one man with thirteen children who was called to the colors on August second, and whose wife received allocation amounting to more than her husband's former earnings. It was some time after the war began that the rule was made exempting from service every man with more than six children.

Even the most devout proponents of free marketry and hidden hand theories acknowledge the existence of market failures, market imperfections and inefficiencies in the allocation of economic resources. Some of these are the results of structural problems, others of an accumulation of historical liabilities.

"Confound the greedy hypocrite!" said Bob; "does he think we shall let him Burke the line for nothing? No no! I let him go to the brokers and buy his shares back, if he thinks they are likely to rise. I'll be bound he has made a cool five hundred out of them already." On the day which succeeded the allocation, the following entry appeared in the Glasgow share-lists.

"Now," said Bob, "we must put you down. Recollect, all the management that is, the allocation will be intrusted to you. Augustus you haven't a middle name, I think? well, then, suppose we interpolate 'Reginald; it has a smack of the Crusades. Augustus Reginald Dunshunner, Esq. of where, in the name of Munchausen!" "I'm sure I don't know. I never had any land beyond the contents of a flower-pot.

All comes from the 'bowels of mercy of our God, as Zacharias, in accordance with Old Testament metaphor, speaks, allocating the seat of the emotions which we attribute to the heart. Conventional notions of delicacy think the Hebrew idea coarse, but the one allocation is just as delicate as the other.

In a memorandum dated November 19, the Food Administrator stated that he considered it vital to the general welfare that all large purchases of certain commodities should be made by plans of allocation among food suppliers at fair and just prices, "the efforts of the Federal Trade Commission to be directed to see that costs are not inflated."

We have moved forward to develop the naval petroleum reserves; to build a 500-million barrel strategic petroleum stockpile; to phase out unnecessary Government allocation and price controls; to develop a lasting relationship with other oil consuming nations; to improve the efficiency of energy use through conservation in automobiles, buildings, and industry; and to expand research on new technology and renewable resources such as wind power, geothermal and solar energy.

They further assume that their price signals will not be distorted or thwarted on a consistent basis thus skewing the efficient and rational allocation of risks and rewards. Insider trading, stock manipulation, monopolies, hoarding all tend to consistently but unpredictably distort price signals and, thus, deter market participation.

Go where you belong. Every man's place is in the trenches." There is not much romance about a marriage of that class, nor is there much romance left in the harried brain of any mother of thirteen. Exasperating as those women were who preferred to live with their children on the insufficient allocation, it is impossible not to feel a certain sympathy for them.

The allocation of each part of the symbol is of less importance for us than the lessons to be drawn from it as a whole. But the singular amalgam of iron and clay in the fourth kingdom is worth notice. No sculptor or metallurgist could make a strong unity out of such materials, of which the combination could only be apparent and superficial.
