Legislatures, always cautious of attempting to force trade from its own channels and habits, should certainly be peculiarly cautious, when they do undertake such business, to set about it with temperance and coolness; but in this debate, we are told of the inexecution of a former treaty, withholding western posts, insults and dominations of a haughty people, that through the agency of Great Britain the savages are upon us on one side, and the Algerines on the other.

Nevertheless the Algerines found plenty of game among American ships then at sea, for they captured ten vessels and added one hundred and five more Americans to the stock of slaves in Algiers. "They are in a distressed and naked situation," wrote Captain O'Brien, who had himself then been eight years in captivity.

The business is, that the Algerines have broke the peace with us, by taking some Spaniards and goods out of an English ship, which had the Duke of York's pass, of which advice come this day; and the King is resolved to stop Sir Thomas Allen's fleete from coming home till he hath amends made him for this affront, and therefore sent for us to advise about victuals to be sent to that fleete, and some more ships; wherein I answered them to what they demanded of me, which was but some few mean things; but I see that on all these occasions they seem to rely most upon me.

Previous to this event the British consul had endeavoured to use his influence to bring about peace between the Algerines and Sicilians, but the former, having no desire for peace, made the terms such as could not be agreed to, namely, that the Sicilians should pay them 450 pounds before any negotiations for peace should be entered on.

The atrocities committed of late years by the Algerines, and the subjects of the Emperor of Morocco, had made those people the dread of all sea-going people, and gained them a proportionate amount of hatred. Once more the sound of oars was heard, and in a short time even their splash in the water could be distinguished.

Lord Exmouth, therefore, began to conceive hopes that his demands would still be granted; but the delay, it appeared, was caused by the Algerines being completely unprepared for so very sudden an approach, insomuch that their guns were not shotted at the moment when the Queen Charlotte swept past them, and they were distinctly seen loading them as the other ships were coming into line.

Yet we have it on the authority of the Redemptionist Fathers, who were not likely to underestimate their adversaries, that in 1719 the Algerines who, "among all the Barbary maritime Powers are much the strongest," had but twenty-five galleons of eighteen to sixty guns, besides caravels and brigantines; and it appears they were badly off for timber, especially for masts, and for iron, cordage, pitch, and sails.

What is true of a European galley is also generally applicable to a Barbary galleot, except that the latter was generally smaller and lighter, and had commonly but one mast, and no castle on the prow. The Algerines preferred fighting on galleots of eighteen to twenty-four banks of oars, as more manageable than larger ships.

The affairs of the Emperor and Dutch are as good as settled, and no other cloud portends any immediate storm. You have heard much of American vessels taken by the Barbary pirates. He has lately delivered up the crew on the solicitation of the Spanish court. No other has ever been taken by them. There are, indeed, rumors of one having been lately taken by the Algerines.

Great reinforcements were sent to Africa, and the Zouaves were not forgotten; for, in the royal ordinance of September 8th, 1841, the regiment was raised to three battalions of nine companies; only one of the nine, however, could receive natives, so that but three native companies now existed, and few Algerines were found even in these.
