The significance and value of this increase are shown by the fact that the excess in the trade of 1892 over 1891 was wholly in the value of exports, for there was a decrease in the value of imports of $17,513,754.

The area of these several Territories, according to a report carefully prepared by the Commissioner of the General Land Office from the most authentic information in his possession, and which is herewith transmitted, contains 1,193,061 square miles, or 763,559,040 acres; while the area of the remaining twenty-nine States and the territory not yet organized into States east of the Rocky Mountains contains 2,059,513 square miles, or 1,318,126,058 acres.

It presents with clearness the fiscal operations of the Government, and I avail myself of it to obtain some facts for use here. By this report it appears that the amount of revenue received from all sources into the Treasury during the fiscal year ending the 30th June, 1857, was $68,631,513.67, which amount, with the balance of $19,901,325.45 remaining in the Treasury at the commencement of the year, made an aggregate for the service of the year of $88,532,839.12.

Another indication of the general prosperity of the country is found in the fact that the number of depositors in savings banks increased from 693,870 in 1860 to 4,258,893 in 1890, an increase of 513 per cent, and the amount of deposits from $149,277,504 in 1860 to $1,524,844,506 in 1890, an increase of 921 per cent. In 1891 the amount of deposits in savings banks was $1,623,079,749.

This system of brief residence for purposes of instruction seems to have been inaugurated during the reign of Keitai, in the year 513, when Tan Yang-i, a Chinese expounder of the five classics, was brought to Yamato by envoys from Kudara as a gift valued enough to purchase political intervention for the restoration of lost territory; and when, three years later, a second embassy from the same place, coming to render thanks for effective assistance in the matter of the territory, asked that Tan might be allowed to return in exchange for another Chinese pundit, Ko An-mu.
