The ordinary postal revenue for the fiscal year ending June 30, 1868. was $16,292,600, and the total expenditures, embracing all the service for which special appropriations have been made by Congress, amounted to $22,730,592, showing an excess of expenditures of $6,437,991.

In fact, the Negro school population of Wilcox and the seven adjoining counties is as follows: Wilcox, 11,623; Dallas, 18,292; Lowndes, 13,044; Monroe, 5,615; Butler, 5,924; Marengo, 12,362; Clark, 6,898; Perry, 10,723; making a total of 85,499. Speaking of public schools in the sense that educators use the term, the colored people in this section have none.

The following is taken from that statement: "An examination of the report of the State Treasurer, of the first of January, 1874, at which time the administration of Governor Ames commenced, exhibits the fact that the indebtedness of the State at that date, exclusive of the amounts to the credit of the Chickasaw and common school funds, balance of current funds on hand, and warrants in the Treasury belonging to the State, was $1,765,554.33 The amount of the tax of the previous year remaining uncollected on January first, 1874, and afterward collected, $944,261.51, should be deducted from the above amount, which will show the actual indebtedness of the State at that date to be $821,292.82.

Besides these there are carriage, cabinet and other factories and shops, to the number of 3,848. The value of flour exported was $1,547,910; of sawn lumber, $4,137,062; of cheese, $1,199,973; of flax, $95,292; of oatmeal, $215,131; and of other manufactures, $1,100,605.

For the naval establishment, including vessels, machinery, and improvements at navy-yards 17,292,601.44 For miscellaneous expenditures, including public buildings, light-houses, and collecting the revenue 43,939,710.00 For expenditures on account of the District of Columbia 3,407,049.62 For interest on the public debt 54,578,378.48 For the sinking fund 46,790,229.50
