So it was that I went with some shrinking, yet still under the glamour of the old Oxford loyalty, to pay my visit at the Grange in 1908, walking thither from the house of one of the stanchest Imperialists in Canada, where I had been lunching. "You are going to see Mr. Goldwin Smith?" my host had said. "I have not crossed his threshold for twenty years. I abhor his political views.

Pursuant to an invitation of Great Britain a conference was held at London from December 2, 1908, to February 26, 1909, in which the following Powers participated: the United States, Austria-Hungary, France, Germany, Great Britain, Italy, Japan, the Netherlands, Russia and Spain.

Regarding the Young-Turk revolution of 1908, Professor Lybyer remarks: "Turkey was not so unprepared for parliamentary institutions as might at first sight appear. There lay hidden some precedent, much preparation, and a strong desire, for parliamentary government. Both the religious and the secular institutions of Turkey involve precedents for a parliament.

On the other hand, I did not wish simply and specifically to say that I would not be a candidate for the nomination in 1908, because if I had specified the year when I would not be a candidate, it would have been widely accepted as meaning that I intended to be a candidate some other year; and I had no such intention, and had no idea that I would ever be a candidate again.

The proportion of trade unionists reported to be unemployed in the Board of Trade returns at the end of September was 7.4 per cent., and that is lower than any month since May 1908, and it compares very favourably with September of last year, when the proportion was not 7.4, but 9.3 per cent.

Closely connected with the immigration campaign was the Government's land policy. The old system of giving free homesteads to all comers was continued, but with a simplified procedure, lower fees, and greater privileges to the settler. No more land was tied up in railway grants, and in 1908 the odd sections, previously reserved for railway grants and sales, were opened to homesteaders.

The steady and rapid rise in the suicide-rate bore grim and eloquent testimony to the character of those years of dark repression. The number of suicides in St. Petersburg increased during the period 1905-08 more than 400 per cent.; in Moscow about 800 per cent.! In the latter city two-fifths of the suicides in 1908 were of persons less than twenty years old!

Melotte made, in 1908, the splendid discovery on some of the photographic plates of an eighth satellite of Jupiter, at an enormous distance from the planet. From observations in the early part of 1908, over a limited arc of its orbit, before Jupiter approached the sun, Mr. Cowell computed a retrograde orbit and calculated the future positions of this satellite, which enabled Mr.
