Beecher Stowe, to whom he wrote on June 18th, 1860, from Geneva: "It takes a great deal, when I am at Geneva, to make me wish myself anywhere else, and, of all places else, in London; nevertheless, I very heartily wish at this moment that I were looking out on the Norwood Hills, and were expecting you and the children to breakfast to-morrow.

On April 2, 1860, at the opening of the new Parliament, Victor Emmanuel could thus sum up the results already obtained by the nationalist party: "In a very short space of time an invasion repulsed, Lombardy liberated by valiant feats of arms, Central Italy freed by her people's wonderful strength, and to-day, assembled around me here, the representatives of the rights and hopes of the nation."

The result was a rapid increase of the guns and powder sold to the disaffected tribes, who are said to have spent £50,000 in buying them between 1857 and 1860. Between July, 1857, and April, 1858, at any rate, 7,849 lbs. of gunpowder, 311 double-barrelled guns, and 441 single-barrelled guns were openly sold to Maoris.

The estimated receipts during the next fiscal year, ending June 30, 1860, are $62,000,000, which, with the above-estimated balance of $7,063,298.57 make an aggregate for the service of the next fiscal year of $69,063,298.57.

Ever since 1860 the works of Manet and of his friends caused such a stir, that they were rejected en bloc by the Salon jury of 1863. The emperor, inspired by a praiseworthy, liberal thought, demanded that these innovators should at least have the right to exhibit together in a special room which was called the Salon des Refusés. The public crowded there to have a good laugh.

Two agencies have thus far been described as engaged in the work of fomenting the rebellion: the first, secret societies of individuals, like "The 1860 Association," designed to excite the masses and create public sentiment; the second, a secret league of Southern governors and other State functionaries, whose mission it became to employ the governmental machinery of States in furtherance of the plot.

The Southern essayist or historian naturally gravitates to the past of his own section, and naturally he seeks to vindicate his comrades or his ancestors, and to interpret the past from their standpoint. But, compared with the provincialism of the South of 1860, he is a cosmopolitan. The new South is doing perhaps its best work in education.

Fielden, ten hours was assigned as a working-day for women and young persons, and further restrictions in favour of women and children were made in 1850 and 1853. It must, however, be remembered that all the Factory legislation previous to 1860 was confined to textile factories cotton, woollen, silk, or linen.
