He, on his part, perceiving that all his attempts were fruitless, and that England would listen to no proposals, devised fresh plans for raising up new enemies against England. It probably is not forgotten that in 1801 France compelled Portugal to make common cause with her against England. In 1807 the Emperor did again what the First Consul had done.

The Helvetic Government at this time made him a grant of about thirty pounds a year, which in 1801 was raised to one hundred, but was stopped entirely in 1803, by the dissolution of the Government. This was barely sufficient for his own subsistence, and the small remains of his private fortune were absorbed in the maintenance of his family.

At first only a few individuals found their minds stirred up to seek their salvation; but in the beginning of the year 1801, a fresh and general awakening took place. Those who had shewn the greatest enmity to the gospel now began to form the serious resolution of being converted to Jesus.

It is impossible to refer here to all the topics discussed at Amiens. The determination of the French Government to adopt a forward colonial and oceanic policy is clearly seen in its proposals made at the close of the year 1801.

In November, 1801, he states that his view of London Bridge, as proposed by him, has been published, and much admired. On the l4th of April, 1802, he writes, "I have got into mighty favour with the Royal folks. M. Double, a well-known medical writer and a physician of high standing in Paris, had occasion so long ago as 1801, before he had heard of Homoeopathy, to make experiments upon Cinchona, or Peruvian bark. He and several others took the drug in every kind of dose for four months, and the fever it is pretended by Hahnemann to excite never was produced.

Laymen must have found it difficult, even in 1801, to discover the principle of this delicate distinction between killing and taking prisoners; but it was "according to orders." Commodore Dale returned home at the end of the year, having gathered few African laurels; Commodore Morris came out the next season with a larger fleet, and gathered none at all.

As to my friends, they would dishonour my views and insult my feelings by a suspicion that I would submit to be instrumental in counteracting the wishes and the expectations of the United States. And I now constitute you my proxy to declare these sentiments if the occasion should require." Baltimore, February 28, 1801.
