Seymour could not even obtain leave to bring in the bill. The year 1772 was marked by the discussion of a measure which the King seems to have regarded as one of private interest only, affecting his personal rights over his own family. But it is impossible to regard transactions which may affect the right of succession to the throne as matters of only private interest.

To this we owe the following pictures of an interior from St. Pierre's hand: In the month of June in 1772, a friend having offered to take me to see Jean Jacques Rousseau, he brought me to a house in the Rue Plâtrière, nearly opposite to the Hôtel de la Poste. The Swedish diets were to recover that influence, or, rather, that licentiousness, to which Gustavus III., by the revolution of the 19th of August, 1772, put an end. All exiled regicides, or traitors, were to be recalled, and a revolutionary focus organized in the North, equally threatening Russia and Denmark. The dreadful consequences of such an event are incalculable.

But these very Cossacks, who should have guaranteed the peace and security of their districts, were restless and dangerous subjects of the empire. In 1772 a riot occurred in one of their chief towns. This riot was caused by the severity of the measures employed by General Traubenberg to bring the army to obedience.
