The preliminary isolation of Louisbourg was a particularly effective stroke of naval strategy. Even before 1758 began the first French fleet that left for Louisbourg had been shadowed from Toulon and had been shut up in Cartagena. A second French fleet was then sent to help the first one out. But it was attacked on the way and totally defeated.

There is thus no doubt left as to which were the tracts referred to by King, and as to the desire of Swift to include Sir Thomas Hanmer's Representation two points that are important as evidence for the authenticity of the edition issued by Lucas in 1758.

Among his exploits was the capture of Port Duquesne, now Pittsburgh, in 1758, which terminated the French domination of the Ohio, and opened up Western Pennsylvania to enterprising immigrants. For his rare services this young man of twenty-six received the thanks of the House of Burgesses, of which he had been elected a member at the close of the war.

One would have thought that on the establishment of the National System the danger of its capture by the Protestant ascendancy, which was very obviously anxious to secure its control, would have ensured the insistence on safeguards for the rights of the weaker section of the community at a time when no longer held good that obiter dictum pronounced from the Bench in 1758, which was equally true for many years after, that "the law does not suppose a Papist to exist in the kingdom, nor can they breathe without the connivance of the Government."

He had the manly cast of character which will not struggle for self-vindication; but his suppressed wrath gathered force, until a year later it resulted, upon occasion of official provocation, in an explosion that has not a close parallel in naval history. Choosing the law for his profession, he commenced and prosecuted its studies at Worcester, under the direction of Samuel Putnam, a gentleman whom he has himself described as an acute man, an able and learned lawyer, and as in large professional practice at that time. In 1758 he was admitted to the bar, and commenced business in Braintree.

But the book does not carry the story further than the year 1758, which was just the time when he took a foremost place in world-politics, as official representative of the New World in the Old World. He came in that year to England, where he remained five years as agent of the colony of Pennsylvania.
