The State was blessed with a valuable patrimony, by having at the time of its admission into the Union an extensive area of agricultural, besides thousands of acres of swamp, school and other lands, under State control and disposition. The United States Government had reserved many millions of acres, which under its homestead law became available for applicants for 40, 80, or 160 acres.

An offer was recently made to the Government to consolidate this and other liabilities, but the National Bank, which is another concession, has the monopoly of all State loan business, and this circumstance effectually disposed of the proposal. At 3 per cent. a saving of £160,000 per annum would be made in this monopoly in interest alone.

Actual settlers under existing laws are protected against other purchasers at the public sales in their right of preemption to the extent of a quarter section, or 160 acres, of land. The remainder may then be disposed of at public or entered at private sale in unlimited quantities. Speculation has of late years prevailed to a great extent in the public lands.
