The first general parliament of the reign to which the king summoned the commons was held at Westminster in the spring of 1275. Its work was the statute of Westminster the First, a comprehensive measure of many articles which covered almost the whole field of legislation, and is especially noteworthy for the care which its compilers took to uphold sound administration and put down abuses.

Born in Venice in 1254, died in 1324; his father and uncle mercantile men whom he accompanied in 1271, when seventeen years of age, on a journey to Central Asia by way of Bagdad, and thence to the court of Kublai Khan; in 1275 entered the public service of Kublai Khan and was employed by him on important missions; left China in 1292, returning to Venice by way of India; at a battle between Venetians and Genoese, 1298, made a prisoner and confined for a year, during which he dictated in the French language to a fellow captive his book of travels; he and his father and uncle first-known Europeans to visit China.

Closely connected with both is the principle of reasonable rates in the exercise of franchises; excessive toll contrary to common custom, as we found forbidden in 1275.

The regents showed moderation, though one of them, Roger Mortimer, had himself been the greatest sufferer from the treaty of Shrewsbury. In the south, Humphrey Bohun, grandson of the old Earl of Hereford and earl himself in 1275 by his grandfather's death, was engaged in private war with Llewelyn.

Ives in the year 1275: "William of Fleetbridge and Anne his wife complain of Thomas Coventry of Leicester for unjustly withholding from them 55s. 2-1/2d. for a sack of wool.... Elias is ordered to attach the community of Leicester to answer ... and of the said community Allan Parker, Adam Nose and Robert Howell are attached by three bundles of ox-hides, three hundred bundles of sheep skins and six sacks of wool."

It was begun in the year 1215 under Philip Augustus, and finished by about 1275, under Philip the Bold; thus it was nearly sixty years in building, the greater part of the thirteenth century.

The de Clares, Earls of Gloucester, pretended a grant from Henry II. of the whole of Thomond, as their title to invade that principality; but their real grant was bestowed by Edward I., in the year 1275. The state of the renowned patrimony of Brian had long seemed to invite such an aggression.

When the Counts of Valentinois had succeeded to the fiefs of the Counts of Die, Gregory X. became so weary of the constant wars, that he suppressed the bishopric, and united it to Valence in 1275; but the canons, who were not suppressed, raised a mercenary army and carried on the struggle.

The most important of these were the First and Second Statutes of Westminster, in 1275 and 1285, which made provisions for good order in the country, for the protection of merchants, and for other objects; the Statute of Mortmain, passed in 1279, which put a partial stop to injurious gifts of land to the church, and the Statute Quia Emptores, passed in 1290, which was intended to prevent the excessive multiplication of subtenants.
