Holland was formed into two departments, which were vexed by two prefects, the Conte de Celles and Baron Staffart, Belgian renegades and blind tools of the French despot, and was, moreover, harassed by the tyrannical and cruel espionage, under Duvillieres, Duterrage, and Marivaux, which, in 1812, occasioned several ineffectual attempts to throw off the yoke.
