The President, meanwhile, was doing his best to convince the Raad of the danger of the country; that the treasury was empty, whilst duns were pressing, that enemies were threatening on every side, and, finally, that Her Majesty's Special Commissioner was encamped within a thousand yards of them, watching their deliberations with some interest.

The result was a report which amply vindicated the reformers, and suggested remedies which would have gone a long way towards satisfying the Uitlanders. With such enlightened legislation their motives for seeking the franchise would have been less pressing. But the President and his Raad would have none of the recommendations of the commission.

The PRESIDENT said it was simply murdering the erection of factories to say there should be no concessions. He denied that factories could be erected without concessions. Each 'Gemeente' is separately governed by a Burgomaster and 'Leden van den Raad', which is nothing more nor less than a County Council, presided over by a prominent man nominated by the sovereign, and not elected by the members, of which some are called 'Wethouders, and are, like the other members, elected by the residents of the district.

The Government are further willing to recommend to the Volksraad that 8 new seats in the First Volksraad, and, if necessary, also in the Second Volksraad, be given to the population of the Witwatersrand, thus with the 2 sitting members for the Goldfields, giving to the population thereof 10 representatives in a Raad of 36, and in future the representation of the Goldfields of this Republic shall not fall below the proportion of one-fourth of the total.

The executive Raad now consisted of the President, as chairman, with T. Brain, Secretary of State, W.J.C. Brebner, Secretary of State, A.P. Cronje, Jan Meijer and myself as members. Mr. Rocco De Villiers was Secretary of the War Council, and Mr. Gordon Fraser, Private Secretary to the States President. No States-Procureur had been appointed since Mr.

Before the war, when hordes of speculators and concession-seekers thronged the city, the scene was pathetic enough, but when all shrewd Raad members were at the front and unable to guard their country's interests the picture was dark and pitiful. Pretoria seemed to have but one mood during the war. It was never deeply despondent nor gay.

In the Raad, President Burgers openly reproached members for proclaiming in public, and for improper reasons, views diametrically opposed to those privately expressed on the confederation and annexation questions; and refused to consult with three out of four members appointed as a deputation to confer with him on these subjects, because they had not paid their taxes, and had so helped by example, not less than by the actual offence, to cause the ruin of the country and the loss of independence.

They did take cognizance of it after the manner peculiar to them. But the last thing in the world to be expected from them was an impartial investigation: nothing so foolish was ever contemplated. There were too many in it, and an investigation into the conduct of officials and Raad members would be establishing a most inconvenient precedent.
