Now the farther we travel into this region of unrealisable ideas, the less trustworthy is the report that we are able to bring back. The method is in a sense scientific; but when even scientific method is projected into a region of really super-scientific possibility, it ceases to have that character of undoubted certainty which it enjoys when dealing with verifiable subjects of inquiry.

If somebody were to doubt whether Caesar had crossed the Rubicon, verification could only be obtained from the future. We could proceed to display manuscripts to our historical sceptic, in which it was said that Caesar had behaved in this way. We could advance arguments, verifiable by future experience, to prove the antiquity of the manuscript from its texture, colour, etc.

The hypothetical things that such men have invented, defined as they have defined them, are showing an extraordinary fertility in consequences verifiable by sense. Our logic can deduce from them a consequence due under certain conditions, we can then bring about the conditions, and presto, the consequence is there before our eyes.

It is falsely principled because it is unprincipled, or without principles; and it is conditioned in evil because it is almost wholly anonymous. At the best its opinions are not conclusions from certain easily verifiable principles, but are effects from the worship of certain models.

Thus, if Civics is applied Sociology, we must rest its claims on these criteria. What, then, we have to ask is: What actually are the generalisations of the present paper? How far they are warranted by verifiable sociological testimony, and What results do they yield when transformed by the touch of emotion into ideals of action?

Whenever that law conflicts with religious assumptions, which in any case cannot be proved to be more than subjective assumptions, the unverifiable theory must go down before the verifiable.

Experience has shown that all really verifiable knowledge counts as an asset of naturalism, and is so far opposed to supernaturalism. Moreover, the history of science has been such that one feels justified in the assumption that, given time and industry, there are no phenomena that are not susceptible to a naturalistic explanation. Why, then, has not supernaturalism died out?

Physical science therefore rests on verified or uncontradicted hypotheses; and, such being the case, it is not surprising that a great condition of its progress has been the invention of verifiable hypotheses.
