This has not been a simple or a static relationship. Between us there has been cooperation, there has been competition, and at times there has been confrontation. In the 1940's we took the lead in creating the Atlantic Alliance in response to the Soviet Union's suppression and then consolidation of its East European empire and the resulting threat of the Warsaw Pact to Western Europe.

It means that the employer agrees to deduct from the wage of each miner the amount of his union dues, thus constituting himself the union's financial agent. In that district the check-off was granted in 1902. Hitchman Coal and Coke Company v. Mitchell, 245 U.S. 232. See below, 175-177.

"This union's going to bawl like a branded calf about it," he predicted. "And if any of the dear sirs and brothers get washed out " That sentence didn't need to be completed, either. "We have a right," Melroy said, "to discharge any worker who is, quote, of unsound mind, deficient mentality or emotional instability, unquote. The American Federation of Labor, however, in spite of this union's success, has persistently refused to admit it to affiliation, on account of its original secessionist origin from a chartered international union. On the issue of industrialism in the American Federation of Labor the last word has not yet been said.

On a certain Saturday, months before the traffic cops grew tired of blowing whistles and took to revolving silently at stated intervals with outspread wings after the manner of certain mechanical toys, Mary V Selmer came from the Western Union's main office, and thanked heaven silently that her new roadster of the type called the Bear Cat was still standing at the curb where she had left it.

After the end of the demobilization period he remained in Paris for a time as Director of a permanent Union which succeeded the war organization. Two other representatives of the University, Mr. Warren J. Vinton, '11, for some time Professor Vibbert's assistant, and Assistant Professor Philip E. Bursley, '02, one of the general secretaries, were on the Union's staff.

He dissuaded Robert Morris from resigning, and introduced a resolution in eulogy of Washington's management of his officers in the most critical hour of the Union's history. But his immediate accomplishment was small and discouraging, although his foresight may have anticipated what George Ticknor Curtis wrote many years later:

He saw that one of two things would happen in a few months after the beginning of active warfare, toward the close of last winter: either the Rebels would be beaten in the field, in which event there would be reasonable hope of the Union's reconstruction, and the people could then take charge of slavery, and settle its future condition as to them should seem best, or our armies would be beaten, and the people would be made to understand that slavery could no longer be allowed to exist for the support of an enemy who had announced from the beginning of their war-movement that their choice was fixed upon conquest, or, failing that, annihilation.

Moreover to hold this region would give the North a base of operations to check her opponent in any campaign of aggression in the far West, should the South presume such an attempt. And the possession of California would also offer to the North the very best means of protecting the Western frontier, one of the Union's most vulnerable points of attack.

To make matters worse, there was a good deal of well-founded discontent among the selfsacrificing loyalists, both at the home and fighting fronts, because the Government apparently allowed disloyal and evasive citizens to live as parasites on the Union's body politic. The blood tax and money tax alike fell far too heavily on the patriots; while many a parasite grew rich in unshamed safety.
