At a time when the last vestiges of barbarian freedom seemed to disappear, and Europe, fallen under the dominion of thousands of petty rulers, was marching towards the constitution of such theocracies and despotic States as had followed the barbarian stage during the previous starts of civilization, or of barbarian monarchies, such as we see now in Africa, life in Europe took another direction.

Civilization, with its charming odours of decay, have you ever ventured to savour New York? cast into abeyance the keenest of all the senses. Little wonder, then, that there was no art of perfume like the arts of vision and sound. I firmly believe the Hindoos, Egyptians, and the Chinese knew of such an art. How account for the power of theocracies?

Neither in theory nor in practice can the Administrative Order of the Faith of Bahá’u’lláh be said to conform to any type of democratic government, to any system of autocracy, to any purely aristocratic order, or to any of the various theocracies, whether Jewish, Christian or Islamic which mankind has witnessed in the past.

They have appeared in autocracies, aristocracies, theocracies, democracies, and ochlocracies, all alike. The only thing which has ever restrained these vices of human nature in those who had political power is law sustained by impersonal institutions. If political power be given to the masses who have not hitherto had it, nothing will stop them from abusing it but laws and institutions.

Issuing from the sultry valleys upon the lofty tableland of the Colombian Andes, the Spanish conquerors were astonished to find, in contrast to the savage hordes they had left in the sweltering jungles below, a people enjoying a fair degree of civilisation, practising agriculture, and living under a government which Humboldt has compared to the theocracies of Tibet and Japan.

M. Comte had also no small sympathy with the Oriental theocracies, as he calls the sacerdotal castes, who indeed often deserved it by their early services to intellect and civilization; by the aid they gave to the establishment of regular government, the valuable though empirical knowledge they accumulated, and the height to which they helped to carry some of the useful arts.

Persons and classes have sought to win possession of the power of the State in order to live luxuriously out of the earnings of others. Autocracies, aristocracies, theocracies, and all other organizations for holding political power, have exhibited only the same line of action.
