We were determined never to be driven, and equally so, not to make the first attack, our object being to act only on the defensive. This we conceived to be our right. Soon after the express returned, Mr. Gratiot, sub-agent for the Winnebagoes, came to our encampment. He had no interpreter, and was compelled to talk through his chiefs.

If they prefer the latter, the proceedings above described will take place; but if they agree to accept the defective articles at such a price as the agent or sub-agent and military officer may fix, then such persons will ascertain the difference in value between the articles so delivered, and those required to be delivered, and shall deduct double the amount thereof from the sum to be paid to the contractor, and pay the same to the Indians.

The next morning I crossed the Mississippi on very bad ice, but the Great Spirit had made it strong, that I might pass over safe. I traveled three days farther to see the Winnebago sub-agent and converse with him about our difficulties. He gave no better news than the trader had done. I then started by way of Rock river, to see the Prophet, believing that he as a man of great knowledge.

The agent, sub-agent, and interpreter are to reside within the Indian boundary "to watch over the interests of said tribes"; and the United States further undertake "as an evidence of their humane policy towards said tribes" to allow $1,000 a year for twenty years for the establishment of a school and $1,000 a year for the same period for the support of a gun- and blacksmith.

You could see at one glance that he would make Stener do exactly what Mollenhauer suggested. His business was to induce Stener to part with his street-railway holdings at once through Tighe & Co., Butler's brokers, to the political sub-agent who would eventually transfer them to Mollenhauer. What little Stener received for them might well go into the treasury.

I have therefore to request that you will give directions to the Osage sub-agent to invite proposals as contemplated in my instructions to you of the 14th November, 1845, to which you are referred. Respectfully, &c., To T. W. HARVEY, Esq., Supt. Indian Affairs, St. Louis, Mo.

When it becomes necessary to pay annuities, instructions will be given by the Commissioner of Indian Affairs to the proper agent or sub-agent, and also to the officer designated to make the payment. The agent or sub-agent will fix upon the time and place, and will advise the officer of the same, and such officer will make his arrangements to have funds ready at the time and place fixed upon.

Independent of the Indian agent or sub-agent, and of the military officer making the payment at places where it may be convenient, another military officer will be directed to be present, and certify to the payment.

The village of Torbet-i-Sheikh Jahm is reached at noon, a pleasant town containing many shade-trees. Here, I find, resides Ab-durrahzaak Khan, a sub-agent of Mirza Abbas Khan, and consequently a servant of the Indian Government. He is one of the frontier agents, whose duty it is to keep track of events in a certain section of country and report periodically to headquarters.

By punishments of various kinds transporting the most hardened, and sending others to the treadmill the people were at length brought into some sort of order. Tim Halisy was Mr C 's right-hand man his manager, sub-agent, &c.: he was rich in cows and sheep; and though rather advanced in life, he married a very young girl, who had a fortune of forty cows.
