In a democracy the people does not act as a unit but as a complex of unrelated individuals who form themselves into parties ... The new Reich is based on the principle that real action of a self-determining people is only possible according to the principle of leadership and following.

We appropriate the motto, but we do not profess to appropriate it in the same sense as Coleridge appropriated it. Every man must appropriate it for himself. Coleridge perceived what every thinking mind has perceived the difficulty of believing in two self-determining powers, viz., God and Nature, as also the consequences of regarding them as identical.

And when I compared the human will to a drop in a crystal, and said I meant to DEFINE moral obligations, and not weaken them, this was what I intended to express: that the fluent, self-determining power of human beings is a very strictly limited agency in the universe. If the group cannot survive it loses its identity, breaking up into the self-determining parts of which it is composed.

The President of these United States of late years, at all events is not supposed to be in a position to know whether the will is or is not "a self-determining power." But no jobbing-firm can thus cloak its deficiencies, or shirk its responsibilities.

No vital change in the original document has been made so far, but by the time the next cycle expires in 1924 it is certain that the Company control will have ended and Rhodesia will either be a part of the Union of South Africa or a self-determining Colony.
