In the month of March the back country rose in revolt against Scovil and a strong body of the settlers was on the point of attacking the force under his command when an eleventh-hour letter arrived from Montagu, dismissing Scovil from office. As the result of the petition of the Calhouns and others, courts were established in 1760, though not opened until four years later.
This movement doubtless took its name, "the Regulation," from the bands of men already described who were organized first in North Carolina and later in South Carolina, to put down highwaymen and to correct many abuses in the back country, such as the tyrannies of Scovil and his henchmen.
