Since eclipses portend public and political disasters of some kind, the compiler has carefully gathered oracles given on previous occasions to some ruler, or observations of the events that occurred at the time of the recorded eclipses. The apparently restricted application of the omens was no hindrance to their practical use.

Then Sulla, as Dictator, set himself to work to reorganize the old laws. There should still be Consuls and Prætors, but with restricted powers, lessened almost down to nothing. It seems hard to gather what was exactly the Dictator's scheme as the future depositary of power when he should himself have left the scene.

I would have asked who wanted me: I would have demanded if Mrs. Reed was there; but Bessie was already gone, and had closed the nursery-door upon me. I slowly descended. For nearly three months, I had never been called to Mrs. Reed's presence; restricted so long to the nursery, the breakfast, dining, and drawing-rooms were become for me awful regions, on which it dismayed me to intrude.

He was followed by others whose rule was creditable. But the principal evils, restricted commerce and burdensome taxation, were not removed, although world conditions practically compelled some modification of the commercial regulations. In 1801 the ports of the island were thrown open to the trade of friendly and neutral nations. Eight years later, foreign commerce was again prohibited.

So long as that is not done, liberty will nowhere be lasting on earth . . . A privilege never can be lasting. Liberty restricted to one nation never can be sure. You may say, 'We are the prophets of God'; but you shall not say, 'God is only our God. The Jews have said so, and the pride of Jerusalem lies in the dust."

The city of Brussels had been reduced during the winter; so that the enemy were in possession of all the Austrian Netherlands, except a few fortresses. Great part of the forces belonging to the republic were restricted from action by capitulations, to which they had subscribed. The states were divided in their councils between the two factions which had long subsisted.

She made a plan of daily occupation, which by leaving not a vacant moment from early morning to late at night, should give her the sleep of utter weariness. New studies were begun in the hour or two before breakfast. She even restricted her diet, and ate only just enough to support life, rejecting wine and everything that was most agreeable to her palate.
