It is best to do much of one's business through one house, provided, of course, that the house is dependable. You become a valued customer whom it is important to please, you receive discounts, rebates, and concessions that are worth something, and a community of interest grows up that is worth much. It has often occurred that a shipper has been told by a traffic officer to buy a large quantity of some commodity and then after it has been bought an open reduction is made in the rate to take effect immediately, the arrangement resulting to the profit of one shipper and the one railroad and to the damage of all their competitors; for it must not be forgotten that the big shippers are at least as much to blame as any railroad in the matter of rebates.
For he was not only an iron-master who knew every detail of his business, who kept it ahead of the times; he was also a strategist, wise in his generation, making friends with the Railroad while there had yet been time, at length securing rebates and favours. If they could obtain large shipments by granting special rates, even though they had to do it by such underhanded ways as granting rebates, they believed that they were entirely justified in doing so. Thus rebates flourished almost as much as ever, passes were still liberally bestowed, and pools were still formed, though they sometimes took the shape of "gentlemen's agreements."
We took the women down town to the office where they got their rebates on their tickets, and then we took them back to the depot and left them, very grateful for our considerate attention, although, perhaps, we were under as deep obligations to them as they were to us, if they had known all the facts. The private interests at stake were, for the time being, too strong for the public interest. The whole American business tradition was opposed to government interference with prevailing business practices; and in view of this fact the responsibility for the rebates cannot be fixed merely upon the railroads and the trusts.
