Some two hundred representatives of the leading American Universities and educational bodies listened to the discussion of vital academic and administrative problems of the modern state university during the five sessions, which covered the general topics; "Educational Readjustments," "Administrative Problems," and "Constructive Measures."

It meant a cessation of relations and some inconvenient financial readjustments; but it had to be. He was just on the point of calling on Cowperwood when the latter, unaware as yet of the latest development in regard to Cecily, and having some variation of his council programme to discuss with Haguenin, asked him over the 'phone to lunch. Haguenin was much surprised, but in a way relieved.

We must develop a system of taxation which will impose the least possible obstacle to the dynamic growth of the country. This includes particularly real opportunity for the growth of small businesses. Many readjustments in existing taxes will be necessary to serve these objectives and also to remove existing inequities.

The marvelous material development of the North and West also drew attention away from sectional controversies. Settlers poured into the plains beyond the Mississippi and the valleys of the Far West; new industries sprang up; unsuspected mineral wealth was discovered; railroads were built. Not only bankers but taxpaying voters took an interest in the financial readjustments of the time.

Only the Shimazu family of Satsuma remained without loss. Secured by inaccessibility, it continued to hold the provinces of Satsuma, Osumi, and Hyuga, with a revenue of 700,000 koku. These measures represented only a fraction of the readjustments then effected.

What is the primary cause of the unsettling of a phonetic pattern and what is the cumulative force that selects these or those particular variations of the individual on which to float the pattern readjustments we hardly know. These easy explanations will not do. "Ease of articulation" may enter in as a factor, but it is a rather subjective concept at best.

The Englishman who is wedded to his own ideas, and whose conception of comfort and pleasure is bounded by the way they do things at home, may be goaded almost to madness by the gnat-stings of American readjustments and all the more because he cannot adopt the explanation that they are the natural outcome of an alien blood and a foreign tongue.

* C. G. Washburn, 128, 129. Although the list is by no means complete, it shows that Roosevelt's receptive and sleepless mind fastened on the full circle of questions which interested American life, so far as that is controlled or directed by national legislation. Some of the laws passed were simply readjustments new statutes on old matters.

Whatever the causes may be, the vast liquidation and readjustments which have taken place have left us with a large degree of credit paralysis, which together with the situation in our railways and the conditions abroad, are now the outstanding obstacles to recuperation.

Where indeed in this crowded, topsy-turvey world, with its headlong changes and helter-skelter readjustments, its new tolerances and indifferences and accommodations, was there room for a character fashioned by slower sterner processes and a life broken under their inexorable pressure? And then, in a flash, she viewed the chaos from a new angle, and order seemed to move upon the void.
