At this signal, Ravenna, Venice, and the cities of the Exarchate and Pentapolis, adhered to the cause of religion; their military force by sea and land consisted, for the most part, of the natives; and the spirit of patriotism and zeal was transfused into the mercenary strangers.

We find the primeval Byzantine type, or at least the exact reproduction of it, in the most ancient western churches, and preserved to us in the mosaics of Rome, Ravenna, and Capua. These remains are nearly all of the same date, much later than the single figures of Christ as Redeemer, and belonging unfortunately to a lower period and style of art.

Ravenna is a mere marsh where all the conditions of life are reversed, where walls fall and waters stand, towers flow down and ships squat, invalids walk about and their doctors take to bed, baths freeze and houses burn, the living perish with thirst and the dead swim about on the surface of the water, thieves watch and magistrates sleep, priests lend at usury and Syrians sing psalms, merchants shoulder arms and soldiers haggle like hucksters, greybeards play at ball and striplings at dice, and eunuchs study the art of war and the barbarian mercenaries study literature."

When, after the battle of Ravenna in 1512 the holy league determined upon the downfall of Pier Soderini, Gonfaloniere of the Florentine Republic, and the restoration of the Medici, the efforts of Machiavelli, who was an ardent republican, were in vain; the troops he had helped to organize fled before the Spaniards and the Medici were returned to power.

The keys of Carthage, Rome, and Ravenna, were presented to their conqueror, while Antioch was destroyed by the Persians, and Justinian trembled for the safety of Constantinople. Even the Gothic victories of Belisarius were prejudicial to the state, since they abolished the important barrier of the Upper Danube, which had been so faithfully guarded by Theodoric and his daughter.

When Zeno sent the Goths into Italy, Theodoric established himself at Ravenna, continued the institutions and usages of the ancient Empire, and sought by blending with the people to naturalize his alien authority. Rome was respected as the sacred city of ancient culture and civility.

As we might expect the true nature of that war is immediately manifested in her history at this time. It would seem that very shortly after the occupation of Ravenna by the imperialists in 540, the re-edification of the city and its splendid embellishment was begun.

The neglect of the court of Ravenna had absolved a deserted people from the duty of allegiance; their actual distress encouraged them to accept any circumstances of change, without apprehension, and, perhaps, with some degree of hope; and they might flatter themselves, that the troops, the authority, and even the name of a Roman emperor, who fixed his residence in Gaul, would protect the unhappy country from the rage of the Barbarians.

Hardly had the ancient canons been renewed and Guibert of Ravenna excommunicated, before the envoys of Rodolph appeared, and, after reciting Henry's fresh iniquities, supplicated their master's coronation and his rival's deposition. The Pope had not failed to invite his impious antagonist to abide by his decision, but his recent defeat seemed only to have confirmed his obstinacy.

Augustus had called into being the port of Caesarea as the Peiraieus of the Old Thessalian or Umbrian Ravenna. Haven and city grew and became one; but the faithless element again fell back; the haven of Augustus became dry land covered by orchards, and Classis arose as the third station, leaving Ravenna itself an inland city.
