To the Senate of the United States: I transmit to the Senate, for their advice with regard to its ratification, a treaty between the United States and France, signed at Paris by the plenipotentiaries of the two Governments on the 4th of July, 1831. With the treaty are also transmitted the dispatch which accompanied it, and two others on the same subject received since. December 7, 1831.
The treaty made between the said Menomonee Nation and the United States, and the conditional ratification thereof by the Senate of the United States being stated and set forth in the within agreement, entered into between the chiefs and head men of the said Menomonee, and George B. Porter, Governor of Michigan, commissioners specially appointed, with instructions referred to in the said agreement.
