A notable little Interim in Friedrich's History and that of Europe. At the Congress of Vienna Austria, France, Great Britain, Prussia, and Russia had formed a close union and had signed the treaty upon which the peace of Europe rested for the next half century. The agreement made at Vienna was reaffirmed with some minor changes, after the second overthrow of Napoleon, at Paris, November 20, 1815. France was now practically excluded from the alliance.

France was brought to the ground with a mighty blow; the vast majority of the German peoples united under the Imperial crown which the King of Prussia wore; the old idea of the German Empire was revived in a federal shape by the Triple Alliance of Germany, Austria, and Italy. The German idea, as Bismarck fancied it, ruled from the North Sea to the Adriatic and the Mediterranean.
