The progressive theory was propounded in the following terms by the late Hugh Miller in his "Footprints of the Creator."

Woman suffrage was its conspicuous feature and after a profound argument for ratification of the Federal Amendment, he closed his remarks with the solemn statement: "Woe to that man who raises his hand against the onward march of this progressive movement!"

A little quick-tempered in handling help; expects too much at the outset. This man must be removed from the influence of No. 1 or he will make no progress." Dr. Blackford, on No. 5: "A capable man, secretive in his work; careful, conservative, and conservatively progressive. He is intelligent and industrious. He is also ambitious, and has good artistic sense.

The minister was mighty popular, so, when 'twas out that he was candidate to be fust president of the club, all hands was satisfied. Two vice presidents was named one bein' Bassett and t'other Ellis. Secretary was a leadin' Conservative; treasurer a head Progressive. Officers and crew was happy and mutiny sunk ten fathoms.

An important duty devolves upon every loyal, progressive thinker, the duty of speaking out firmly, manfully and distinctly, to swell the volume of thought which carries mankind onward to a nobler future.

Thus began the final scene in the Progressive drama, and a more thrilling and intense occasion it would be difficult to imagine. It was apparent that the Progressive delegates would have none of it. They were there to nominate their own beloved leader and they intended to do it.

Thus the impulses given in the early part of the fourteenth century continued in progressive development through the fifteenth; the spiritual for some time in advance of the material influences; the moral idea emanating as it were from the soul, and the influences of external nature flowing into it; the comprehensive power of fancy using more and more the apprehensive power of imitation, and both working together till their "blended might" achieved its full fruition in the works of Raphael.

A number of deputies went to Finland and there issued a manifesto with the object of rousing a general demonstration, but without success. The second Duma proved quite as progressive as the first and was also dissolved arbitrarily. Then the electoral laws were made still more restrictive, so that the landed nobility and the clergy should be more represented.

The most vigorous and progressive countries are those that insist most firmly on the purity of sexual unions. In the United States it was pointed out many years ago that divorce is most prevalent where the standard of education and morality is highest. It was the New England States, with strong Puritanic traditions of moral freedom, which took the lead in granting facility to divorce.

But the historical novels are only one side of Scott. Patriotic to the core, he lived at a time when patriotic feeling was stimulated to the utmost, and when Scotland in particular was still a province, and yet in many ways the most vigorous and progressive part of a great empire. He represents patriotism stimulated by contact with cosmopolitan movements.
