It will come when we go hand in hand together, recognizing that there are defects in our land, that there are things lacking in our system; that our programs are not perfect; that our institutions can be bettered; and we look forward constantly by coöperation to making this a land in which there will be a minimum of fear and a maximum of hope.

We have built a strong economy that has put almost 3 million more Americans on the payrolls in the last year alone. We have included more than 9 million new workers under a higher minimum wage. We have launched new training programs to provide job skills for almost 1 million Americans. We have helped more than a thousand local communities to attack poverty in the neighborhoods of the poor.

One of the principal goals of my domestic policy has been to strengthen the private sector economic base of our Nation's economically troubled urban and rural areas. With Congress' cooperation, we have substantially expanded the Federal government's economic development programs and provided new tax incentives for private investment in urban and rural communities.

But if you could wipe his face with a damp cloth, he'll not only look better and be able to see better, but I'll be able to see his television programs better. Would you like to watch one now?" The lady was more than a little confused by this invitation, but she obliged by spraying some glass cleaning liquid on Telly's screen and wiping it with a dry cloth. "Ouch! Emerging planet-wide social consciousness spread an awareness that the concerns, plans and programs of any part of the human family are of vital importance to the whole of mankind. Change is a universal force which operates in nature, in society, in man himself.

It is perhaps because such educational proposals as these are generally left in the form of ideals and things hoped for in a distant future, and are not examined to see whether they may be made definite programs, and are legitimate demands to be made now, that we are likely to regard all suggestions of this nature as impracticable.

Now, we need to finish the job of putting 100,000 more police on our streets. Again, I ask Congress to pass a juvenile crime bill that provides more prosecutors and probation officers to crack down on gangs and guns and drugs and bar violent juveniles from buying guns for life. And I ask you to dramatically expand our support for after-school programs.

Gentlemen were pointing at programs: Pichenette had been scratched by his owner, and this caused some noise. However, Nana did not do more than cross over the course on Labordette's arm. The bell hanging on the flagstaff was ringing persistently to warn people to leave the course. "Ah, my little dears," she said as she got up into her landau again, "their enclosure's all humbug!"

In addition there is a recommended authorization of 367.5 million dollars for borrowing from the Reconstruction finance Corporation for the loan programs of the farm Security Administration and the Rural Electrification Administration.
