We had planned for two municipal playgrounds on the East Side, where the need is greatest, and our plans were eagerly accepted by the city authorities. But they were never put into practice. A negligent attorney killed one, a lazy clerk the other. And both served under the reform government.

They assist in procuring work for those who want it; they encourage the people to be thrifty and temperate; they help them to get baths and gymnastic facilities, playgrounds, and social centres. They frequently carry on investigations that are of great value and assist charitable agencies in their inquiries and beneficence.

The act provides that every city and town in the Commonwealth which accepts the act shall after July 1, 1910, provide and maintain at least one public playground, and at least one other playground for every additional twenty thousand inhabitants. Something like twenty-five cities in the State have accepted the playgrounds act. It is a good beginning.

Directly school is over away they go, with their skates, snowshoes, or toboggans, to have a right good time in their different playgrounds. The hill on which the palace stands is given up to these little revellers, and in the evenings dozens of them of all ages may be seen descending the slopes face downwards on their kjælker, or racing through the trees with their long ski on their feet.

We might not establish public tables they would be unnecessary, but we could establish public baths, museums, libraries, gardens, lecture rooms, music and dancing halls, theaters, universities, technical schools, shooting galleries, playgrounds, gymnasiums, etc.

They have their own games and their times and seasons too! Yet no one can watch them as they play without experiencing feelings more or less pathetic. There is something incongruous about it that may cause a smile, but there is also something that will probably cause a tear. For their playgrounds are the gutters or the pavements.

They really do not care if you do have clean streets, good schools, parks, playgrounds, and all the things which make for good citizenship because they give the best part of the man a chance, though they grudge them as a sad waste of money that might be turned to use in "strengthening the organization," which is the sum of all their self-seeking, being their means of ever getting more and more.

It made thirteen recommendations besides, as to the location of parks and detached playgrounds, only two of which have been adopted to date.

The very charming series or system of parks, public gardens, and playgrounds, unusual in their number and variety, had a sympathetic allure in the gray, cool light, even to the spectator passing in a hurried hansom. They have not the unity of the Boston or Chicago parkways, and I will own that I had not come to Manchester for them.

They have provided reading rooms and libraries, have opened many recreation rooms and playgrounds, and have furnished other facilities for entertainment. Some of the mills have athletic fields, and a few support semi-professional baseball teams.
