The "over-population" came to light all at once, and could not, as in the manufacturing districts, be absorbed by the needs of an increasing production. New factories could always be built, if there were consumers for their products, but new land could not be created. The cultivation of waste common land was too daring a speculation for the bad times following the conclusion of peace.

The situation in Ireland was, on the contrary, one in which the able-bodied and healthy were willing and anxious to work for any wages, even for twopence a day, but were unable to obtain such or any employment." Ireland at the end of a generation of Unionism was suffering, as the commissioners proceed to point out, not from over-population, but from under-development.

The moment that we introduce the operation of human volition and activity, that, too, becomes one of the factors of "survival." The dog, the cat, and the cow live by man's will, where the wolf and the hyena have perished. But it is time that the Malthusian doctrine, the fear of over-population as a hindrance to social reform, was dismissed from consideration.

It is true that elsewhere he goes so far as to admit that "even Malthus recognized over-population as a necessity of modern industry, though, after his narrow fashion, he explains it by the absolute over-growth of the laboring population, not by their becoming relatively supernumerary."

So you have the evils of prostitution substituted for the evils of over-population. Now, what says Dr. Knowlton? There being this choice of evils there being this unquestioned evil of over-population which exists in a great part of the civilised world is the remedy proposed by Malthus so doubtful that probably it would lead to greater evils than the one which it is intended to remedy? Dr.

But it occurred to him that the problem of over-population in Europe might have been solved in a less crude manner. "It is strange," he says, "that there should be so much of the best part of the globe still unoccupied, where the foot of man never trod, and in Europe such destruction of people. It is however for some purpose we do not, as yet, comprehend."

This general disturbance is the outcome of many causes, among which are the over-population of the world, the spread of education and of equal opportunity, the anonymity of industrial enterprises, scientific and unscientific theories, the specialization of labor and its depressing influence.

They would go on safe for ever, living their little pigmy lives, doing pigmy kindnesses and pigmy cruelties each to the other; they might even perhaps attain a sort of pigmy millennium, make an end to war, make an end to over-population, sit down in a world-wide city to practise pigmy arts, worshipping one another till the world begins to freeze...."

That the discussion and recommendation of checks to over-population after marriage is perfectly lawful, and that there is in the advocacy and recommendations contained in the book 'Fruits of Philosophy' nothing that is prurient or calculated to inflame the passions. 5th.

The fourth of the governing motives of imperial expansion is the need of finding new homes for the surplus population of the colonising people. This was not in any country a very powerful motive until the nineteenth century, for over-population did not exist in any serious degree in any of the European states until that age.
